I am more bothered by the facts that the murder weapon was a long-range firearm, but the victim was locked in the room against her will. Did the killer lock her in, go a distance away and then shoot her? Was there an accomplice?

You assume that the motive was relevant to how the police identified the killer. It might not be.

Hmm... He waits until the cop is almost on him and the cashier tells him to pay. That's the signal, and the accomplice turns off the power so that there will be no witnesses. He steals and fires his taser, thinking it will go at the drenched police officer. Electricity and water don't go well. Howev...
