Task
Make a case at or under 4000 frames!
Your case should tell a complete story in 4000 frames or fewer, excluding credits. This rule should be followed in the spirit as well as the letter; fitting 1000 images in one frame is a neat trick, but not for this comp. Note the "complete story" requirement; 10-frame joke entries are not going to fare well.
Do not waste frames!
Every frame should do something worthwhile. What's worthwhile? Advancing the plot, telling a joke, building character and atmosphere, and keeping the dialogue sounding natural are all fine uses of your limited frames. Endless tangents and in-jokes can wait for next comp.
Finally, a suggestion or two:
Keep the scale of the case small.
Epic plots that shake up the legal system, kill off multiple established characters, and involve ten locked rooms are great, but not really appropriate for this comp. An elegant, tight puzzle or intimate, focused character study will fare better than an attempt to fit three murders into 4000 frames.
Beware of elaborate engines.
One of your judges looooves elaborate engines, but this is not the comp for those, either. Not only is "making an engine under time pressure" a recipe for last-minute bugs, these engine subvert the premise of making the most out of limited space... and they risk frame-count abuse.
We're not banning engines, but use them judiciously, the same way you use your limited frames.
