I don't really know of the rest of his backstory, I'm thinking he was an enemy of them before but I can't quite recall. Really not very prevalent - although that's kind of part of his character, he's sort of like Meg in a fishbowl... I tend to like it when they do actually use him, though.
He was an East German Olympic skier who would have won the *insert year here* Olympic gold medal for skiing, but this was the Cold War and the CIA wanted America to win the Olympics and prove that all the Soviet states were bad, so they swapped his brain with that of a goldfish. In one episode of the first season, he was put back into a human body, with disastrous results.

Got a chance to go through the entire series via Netflix. I have to say, it's grown from a show I barely liked to something I really enjoy.

During the first episode, you can easily see the influences of Family Guy in the writing. Cut-away bits, random stuff happening for no reason, but as the show went on from there, a few episodes later it was its own show. Truth be told, it's funnier than Family Guy, and has more of a plot. Character development sticks, plot lines aren't repeated- there's even some jokes brought back for an entire episode plot (i.e. Hayley's brain washing).

Hmm.... I used to think American Dad was alright. ALRIGHT, not good. I stopped watching after 5 seasons of a annoying republican who hates democrats, hates his daughter, and is just a major jerk through out about 100 episodes.
