THE STORY
Welcome to Proprius, a modest city on the west coast of the United States of America. On the outside, it may not seem to be too conspicuous; a metropolitan town with plenty to do, a diverse population, and some nice views. But Proprius harbors a secret that most do not know.
It has the highest density population of super-powered beings in the world.
Those with superpowers, called "metahumans" by the government but "Supers" by the majority, cropped up at an unknown time in history. Nobody knows what caused them or how many of them exist, but the population has never been very large; they're expected to be less than 1% of the Earth's population, but even today, much remains a mystery about them. They've been public knowledge for less than a century, and the government isn't entirely sure how to handle them. The world has met these Supers with mixed reception; they've been scorned, praised, ignored, even called a hoax. Some believe they're too dangerous to leave free, and others believe they're the hope for the future. Most Supers are in hiding; most governments ban public abuse of power, and there's little protective laws for them, so it's generally seen as wise to not reveal one's self as a Super haphazardly. Some have taken to mimicking the world of comics and taking on costumes and names and fighting crime as superheroes, some of which even work for the government, like Proprius' own Volt Maxim and Double Vision. Some work as vigilantes. And a few dangerous ones have decided to devote themselves to more nefarious deeds, abusing their powers as what many refer to as "supervillains". The life of a Super is not as easy as it may seem.
Whether it be by some twist of fate or some grand scheme, Proprius unwittingly hosts more metahumans than anywhere else on Earth. This includes the local public heroes, Volt Maxim and Double Vision, but there are more out there in hiding. This includes the mysterious men referred to as Null and Dr. Malus, and the struggle of power between them gone largely unseen by the population at large...
You are a Super living in the unassuming town of Proprius. Whether you decide to hide your powers, to use them, to abuse them...that is up to you.
THE CONCEPT
Town of the Extraordinary is a roleplay inspired by western superheroes, such as those of DC and Marvel Comics, and superhero media such as the film "Sky High" and the anime "My Hero Academia". It is a reboot of a roleplay I created way back in 2011, my second ever. Many aspects of that original roleplay will be featured in this iteration, such as some terms and characters, but it will have no continuity with the old RP and will be built from the ground up, so do not worry about needing prior information. The concept is simple: you have superpowers, and you're in a city filled with other people with superpowers. What happens from there will be up to you.
Options given to you will include potentially building a secret identity and becoming a public superhero with a costume (even becoming official with the town government), turning rogue and becoming a supervillain, remaining neutral as a vigilante, or just being a normal person doing normal things but you just happen to have superpowers. There will be NPCs that can help you with these decisions, most importantly the superhero leader Null and the supervillain leader and main antagonist Dr. Malus. I'd like a rather balanced tone between a serious action RP and a fun slice of life RP, so feel free to use your freedom well and try to not skew the entire RP in a particular direction.
POWERS
Here's some important things to know about how superpowers will work in Town of the Extraordinary:
-They are genetic. Characters are born with them, and they're very internalized; if you want to have a manipulation power, for example, it should make sense as a peculiar bodily function your character has.
-They can be passed through the family. Powers are a very recessive trait that nobody knows how they got into people in the first place, and superpowered children can be born to families that have never had superpowers before. However, having a superpowered parent is more likely to result in children with superpowers, and having two superpowered parents is even more likely than that.
-There is no known way to grant or permanently remove powers. While technology can simulate superpowers, and while they can be suppressed to a degree, there's no known way to artificially do so as a permanent measure.
-They can manifest at any time. Some Supers can use their powers at birth, some don't learn of their powers until adulthood. There's no scientific way discovered to pinpoint this yet, and it just seems to be based on the power and the person on when they start to really take effect.
-They should be balanced. From a meta perspective, it's important to have powers have some sort of gameplay balance to prevent overpowered characters (important NPCs aside). Drawbacks to powers are common, and stronger ones often strain the body. If you have a power that can be abused, try to keep balancing in mind.
Here is a list of BANNED POWERS in the RP. Subject for change and some exceptions may be made based on the nature of NPCs or specific functions of particular powers. Expect updates as situations arise.
-Reality-Bending: Powers that involve manipulation of reality that forces major change to how the world works are too powerful and do not make much sense to the setting. This largely includes manipulation of space, time, and dimensions. Powers related to stopping/slowing/speeding time, reshaping the laws of the world, hopping dimensions, etc. are not to be included in the RP.
-Power-Stealing: Power-copying and power-blocking are viable, but stealing powers from other RPers is banned.
-Petrification: Powers that involve freezing characters against their will for excessive time, such as the stone glare of Medusa, are banned for forcing RPers into a state where they physically can not do anything.
-"One Punch Man": This should be rather obvious, but let it be stated that any power that basically kills an opponent instantly (like Saitama from the anime One Punch Man) is banned.
THE CITY OF PROPRIUS
Proprius is, as stated before, a mostly metropolitan city. It's not very large as far as those go, and it's mostly characterized by the presence of two notable public superheroes, Volt Maxim and Double Vision. The city itself, being a city, has a lot of notable locations in it, most of which will be decided as the RP continues. There's no official map of the city as of yet, but here's a list of notable locations as of now;
-City Square (center of the city, lot of big buildings and shops nearby, large empty space in a very public area)
-Icington Bakery (A humble little bakery not far from the square. Workplace of Barry Bonum.)
-The Wayne and Kent's (A small but fancy bar across the street from Icington's. Workplace of Dorothy Bonum.)
-Proelio Tower (The tallest building in Proprius.)
-Proprius High Security Prison (Local jail, only prison in the city with good enough security means to handle jailing Supers.)
-Bean Lately Coffee Shop
-Maiko's Thai Sushi Bar
-Sawbone Clinic
-Court House
-Hospital
-Arcade
-Cemetery
-Motel
Some are just carried over from the old RP for convenience. Feel free to not feel limited by anything here, and flesh out the city as you go.
GAMEPLAY AND RULES
Gameplay will be typical of my standard RPs. You're free-range to do as you like, but there will be notable plot points and events you can partake in. Structure is expected to be loose with time for slice of life interaction about the town or action-packed fight scenes.
Important: Although this is a superhero RP, you are not required to have a superhero/supervillain persona or costume. You may do so at your own leisure, or even officially join the government or a faction to become a public Super and receive one, but it is not a requirement and the details regarding this will be featured in a separate optional app that you do not need to have filled out upon initial sign-up, or ever.
Rules (Subject to update):
-No invincible players. You don't have to die the first time you get shot, but don't just brush off getting nuked.
-No spamming. You can have short posts, but keep them one at a time and try to keep it substantial.
-Keep battles fair. Don't just kill a guy in one shot, and don't make your character from a dimension of demigods or anything.
-Post OOC in spoilers once the game has begun.
-Wait for GM acceptance of your app before posting.
-The current maximum is THREE CHARACTERS per player.
-NPCs are permitted for plot purposes, but do not take control of another's NPC without permission.
-Clearly note your location when switching scenes.
-Over-the-topness and cheesiness is allowed and encouraged as long as it does not go into god-mod territory.
-Keep 4th-wall breaking to a reasonable amount based on the tone the RP takes.
-Don't steal a scene or bend the tone to your own whim if the other players don't want it.
-No AUs of real or copyrighted characters; OCs only.
-No killing characters without the permission of the ones controlling them. This also applies to specific powers.
-No mass destruction, death, or other major impacting phenomenon without GM permission; they may mess with plans if poorly timed.
