To be more clear, it happens when you go to the detention center like you’re supposed to, but don’t talk/present anything, and instead go to the crime scene from there. You’re right that you can’t get there normally.
It’s a very out of the way bug that doesnt really matter too much though.

It's not possible. The only workaround is to add music as a sound effect. It won't loop, but you can play it that way. I can think of a very convoluted way to make it loop, but it's not very practical.

Okay, this is embarassing. It turns out that these checkboxes are not required after all. Manually entering expressions does work correctly.
