For transparency's sake, let's say that they have to order using the exact same words. So, the second brother wouldn't have to order a fish taco, they'd just have to order a taco. Restaurants serve exactly what order they hear, without adding any extra words to it. So, to order a fish taco you'd have to directly order a fish taco.
